Local context:

The multi-country office manages projects in Peru and Ecuador and is therefore expanding its portfolio to countries in the Andean region (Ecuador and Bolivia). The Senior Project Manager will be responsible for infrastructure implementation projects for the Government of Ecuador, with the possibility of implementing projects in the remaining countries of the Andean region. The areas in which UNOPS works in the Andean region are: water and sanitation, public transportation, health infrastructure, medical equipment procurement, ambulances, and general goods procurement.

About the Project:

The UNOPS Andean Multi-Country Office recently signed an agreement with the Metropolitan Public Company for Mobility and Public Works (EPMMOP) to improve traffic through new road infrastructure projects and the rehabilitation of existing roads. The project will be managed in collaboration with various stakeholders, project beneficiaries, and other public entities.

The purpose of the project is to implement a road solution for the northern sector of the Metropolitan District of Quito, through technical assistance, joint governance, and support from UNOPS through the comprehensive management and implementation of two road projects:

Rehabilitation of surrounding roads and construction of an underpass on Mariscal Antonio José de Sucre Avenue and an overpass on San Fernando de Rumihurco, in the parishes of Cotocollao and Ponceano.
North Pan-American Avenue Rehabilitation Project.
Functional Responsibilities
The Social Management Analyst will report to the Senior Project Manager and is responsible for ongoing interaction with residents of the project’s direct and indirect areas of influence who are potentially affected in one way or another by the project’s construction and implementation process.

At the specific request of the Senior Project Manager, the Social Management Analyst will perform the following tasks:

Stakeholder Mapping and Registration:

Implement a mechanism for addressing and receiving inquiries, complaints, initiatives, and/or demands from stakeholders and interested parties in the areas of direct and indirect impact of the project, before, during, and after the completion of the project, under the supervision of the Senior Project Manager.
Identify and conduct field mapping of stakeholders and those impacted (community, commercial, institutional) by the project who will potentially be affected during the implementation phase.
Be able to identify risks associated with the management you perform, as well as plan mitigation and response actions together with the Senior Project Manager.
Conduct field visits to gather information on stakeholders and/or collect contact information on affected individuals.
Properly apply the gender, diversity, and inclusion approach to mapping and recording stakeholders and their different interactions with the project.
Communication and information gathering:

Coordinate and logistically organize periodic follow-up meetings with the Associate and key stakeholders, with the goal of continuously communicating situations that may affect those involved, collecting inquiries and/or complaints, among other matters.
Conduct field surveys and perception polls regarding the project to address needs related to communication strategies, social management, project impact, and risk identification.
Implement a differentiated approach for each stakeholder based on the type of social actor and with a focus on gender, diversity, and inclusion. This includes convening leaders, project presentation meetings based on the type of social actor, and follow-up meetings with social actors, among others.
Effectively manage local communication with all stakeholders regarding the scope of the project, as well as the temporal and final consequences it will have on the surrounding communities.
Receive and channel with the Senior Project Manager information related to the project that is affected by its progress.
Constantly communicate to the Senior Project Manager any emerging impacts and affected stakeholders, as well as propose solutions to these impacts.
Be able to disseminate the work being done through posters, graphics, or any other means of communication as required, in coordination with the office’s Communications department.
Carry out and prepare activities that promote citizen participation, being part of the field team in holding meetings, conferences, consultations, and activities that involve public participation.
Management of social conflict:

Develop and implement, under the supervision of the Senior Project Manager, the social management strategy with the project’s stakeholders and execute the resulting action plan.
Establish the respective inter-institutional coordination regarding the social management of the project in coordination with the Senior Project Manager.
Manage timely solutions to problems that may arise in communities and stakeholders, and proactively propose actions to mitigate these impacts.
Able to manage agreements and formalize them with interested and affected individuals and groups, always in coordination with the Senior Project Manager.
Responsible for serving community groups with different interests and positions in relation to the project in the context of social conflict.
Channel conflict mediation processes with the aim of promoting alternative solutions to the social conflict addressed.
Conduct fieldwork missions/tours to address inquiries, complaints, or initiatives submitted through various means by interested individuals, organizations, social groups, or businesses.
Administrative:

Generate monthly or other reports as required by the Senior Project Manager.
Establish your operational work plan with the Senior Project Manager.
Support social management tasks that are considered by the Office Management.
Gender, Diversity and Inclusion:

Support the Senior Project Manager or Gender, Diversity and Inclusion (GDI) Officer’s planned actions related to the topic.
Support the development of the GDI Plan and any other related activities requested by the GDI area.
Consider the guidelines of the GDI approach for the execution of the project’s social management tasks.

Education/Experience/Language requirements
a. Education

Required:

A bachelor’s or master’s degree in social sciences, preferably in areas such as social work, sociology, political science, anthropology, communications, or another social discipline, is required.

This position requires field trips to inspect, manage construction contracts, and execute works.
This position requires reporting and data analysis using Google Suite software tools.
In this position, you will be required to provide videoconference presentations for project progress reports as needed.
Work Environment: – This role is primarily performed from the UNOPS Ecuador Office, based on an in-person schedule, with visits to the office five times a week. The office does not have employee parking.

Contract type, level and duration
Contract Type: Local Individual Contractor Agreement (LICA). This is a regular monthly contract, meaning continued service provision is required for the duration of the contract. Payments are due at the end of each calendar month. Contract Level : Local, Level 8 (LICA 8).

Candidates must be Ecuadorian nationals or have a valid Ecuadorian residency/work permit at the time of applying for this position. Contract duration : Open-ended, indefinite contract subject to organizational requirements, budget availability, project duration, and satisfactory performance evaluation.
