BACKGROUND
The United Nations World Food Programme (WFP) is the leading humanitarian organization that saves and changes lives by providing food assistance in emergencies and working with communities to improve nutrition and build resilience.
WFP’s Country Strategic Plan (CSP) 2023-2027 for Ecuador focuses on ensuring access to food before, during, and immediately after emergencies, disasters, and protracted crises; ending malnutrition, especially chronic child malnutrition; achieving food security and advancing toward the consolidation of sustainable, equitable, and inclusive food systems that also enhance resilience to the effects of climate change; and providing services that support the operations of government institutions and humanitarian partners. Specifically, the CSP’s four Strategic Objectives (SOs) are:
SO1.- Considering human mobility in all its forms, people experiencing vulnerability and food insecurity in Ecuador can meet their essential needs and build and strengthen their livelihoods before, during, and immediately after emergencies, disasters, and protracted crises.
SO2.- Vulnerable people, particularly those of school-age children and adolescents, are able to meet their food, nutritional, and basic needs throughout their life cycle, improving human capital in Ecuador.
SO3.- Vulnerable communities, family farmers, and key stakeholders in food value chains in Ecuador benefit from more sustainable, inclusive, and healthy food systems and strengthened resilience to climate change and other year-round shocks and stressors.
SO4.- Government institutions and multilateral partners in Ecuador have services for the effective, transparent, and efficient execution of their operations throughout the year.

CONTEXT AND ROLE IN THE ORGANIZATION
In accordance with its strategic plan, WFP implements programs and projects that benefit the country’s most vulnerable populations by providing cash-based transfers (CBTs ) to people on the move and vulnerable host populations. In coordination with the Ministry of Education, it executes the Decentralized School Meals Program. On the northern border, the Climate Change and Food Security project is being implemented, benefiting the Afro-Colombian and Awá populations.
An important pillar is the targeting, monitoring, and evaluation of the population’s essential needs and vulnerability, particularly food security, through established methodologies that optimize program targeting and resource use. The CARI methodology considers a combination of indicators—PCA (Food Consumption Score), ENA (Essential Needs Approach), ECMEN (Economic Capacity), SCI (Food Access Strategies), among others—that allows for a holistic assessment approach to provide an effective response in terms of food security.
In this context, the Country Office requires a Program Assistant – Monitoring and Evaluation (M&E) to provide technical assistance in the follow-up, monitoring and evaluation of the programs and projects being implemented.
The person occupying this position will report to the Senior Monitoring and Evaluation Associate, under the general supervision of the Deputy Country Director.
You are expected to perform your duties with minimal supervision and perform well-organized and accurate work, conducting analysis and writing reports to maintain consistent reporting and smooth execution of programs and projects.
RESPONSIBILITIES
Support monitoring of the implementation of the activities established in each of the country office’s strategic objectives, using a quantitative approach, for which purpose it will coordinate information gathering with field teams and/or local partners.
Support the design, adjustment, and implementation of the monitoring strategy based on transfer mechanisms, as well as monitoring the proper receipt and efficient distribution of vouchers or cash transfers and/or any other transfer mechanism for exchange for food at designated sites and recording them in the appropriate systems.
Collect and systematize information to meet the requirements of the indicators established in the logical framework of the Country Strategic Plan (CSP).
Develop, validate, implement, and adjust data collection tools using appropriate technologies and provide real-time statistical information based on different requirements (local market analysis/inflation/prices, among others).
Support the implementation and monitoring of the Beneficiary Feedback Mechanism.
Prepare specific reports on monitoring plans for activities in progress, among others, with a view to supporting program review work and informed decision-making.
Maintain contact with cooperating partners and internal stakeholders to gather feedback and observations to support program monitoring and service improvement efforts.
Recommend improvements to field monitoring processes and procedures for efficient implementation of assistance programs.
Provide standard training to cooperating partners on WFP’s operational practices/systems/tools and monitoring methods to assist them in their independent self-monitoring efforts and contribute to WFP’s visibility in the areas of coverage.
Train Country Office staff and partners on topics related to the management of (internal) IT systems and monitoring tools.
Support the unit’s activities and perform any other functions requested within its scope of responsibility.
REQUIRED PROFILE
Education
Preference will be given to applicants with completed university studies in economics and statistics or other fields relevant to humanitarian or development assistance.
Applicants with advanced academic qualifications (master’s degree, specialization, or other related fields) will be highly valued.
Experience
At least four years of experience related to monitoring, evaluation, and application of statistical instruments and methods for the analysis of food security and food assistance projects.
Experience coordinating activities with various stakeholders, whether ministries or international or national organizations.
Technical and practical experience in food safety data collection .
Languages
Fluency in Spanish (oral and written)
Those who demonstrate at least an intermediate level of English (oral and written) will be positively valued.
Required skills and knowledge
Proficient handling of Microsoft Office software packages (Word, Excel, PowerPoint, SharePoint, Outlook, etc.).
Knowledge and experience in SPSS, Tableau, and Power BI will be valued.
Ability to conduct structured analyses, identify macro and micro factors affecting community food security, and provide findings and recommendations for programmatic responses.
Knowledge of monitoring and evaluation methods, as well as management and analysis of indicators, will be highly valued.
Attention to detail and analytical skills to effectively verify discrepancies in information.
Knowledge and direction of all aspects of surveys, including design, implementation, analysis, findings, and reporting, to ensure that evaluation results are easily translated into programmatic response operations.
Knowledge of monitoring and evaluation methods, as well as management and analysis of indicators.
Excellent written communication and presentation skills; ability to translate technical data into communication for internal and external audiences.
